Charles S. Swope, an alumnus of the class of 1921, became President of the College at the age of thirty-five. He proposed a new program for the academic curriculum, faculty salary increases and had approved the first master plan for the campus expansion on the north and south campuses. He also proposed legislation for West Chester State to become West Chester University.
